I am instructed by the Director of the War Trade
Department to reply to your letters of the 3rd and 10th
You oug instant, Nos. 52284 and 55687, enclosing copies of telegrams from the Governor of Hong Kong enquiring whether oertuin exportations of Oils may be permitted.
Lord Emmott sees no objection to the export of the
Peanut and other Oils, excepting only the Singapore
Coconut 011. As regards this oil, he observes that the
quantities proposed to be exported from Hong Kong appear
to exceed the stocks of oil in the straite Settlements:
but be that as it may, he desires me to state, for the
information of Mr. Secretary Boner Law, that in view of
the present Glycerine requirements, which are
necessitating the splitting of large quantities of Palo
Kernel Oil, it is possible that the United Kingdom may
require to i port for Margarine and other purposes all
the Coconut oil that can be obtined. In these
circumstances, Lord Emmott suggests that permission
should not be given in respect of the singapore oil.
In this connection I am directed to refer to your
communication of the 23rd ultimo, Fo. 49561, and to
suggest that all possible steps sould be taken to
restrict as far as practicable the shipment of Coconut
oil from the Straits Settlements to Hong Kong. It 18
